DEVELOPMENT PATHWAY SCREEN: define materials, baseline, local demand and missing information. MODEL: compare process architectures and sensitivities. VALIDATE: feedstock, mass/energy balance, emissions, residues and product specification. DEVELOP: site, permits, contracts, delivery interfaces and investment case. DEPLOY: integrate, commission and verify agreed acceptance criteria. 5. EVIDENCE CHECKLIST Established component maturity is distinct from integrated project performance. Historical operating evidence must identify the system, application and period. Models must identify assumptions and be reviewed against measured data. Net energy includes internal consumption; output pathways cannot double-count syngas. Carbon assessment must define the baseline and whole-system boundary. Byproducts require testing and acceptance; reuse is not automatic. Commercial returns and carbon credit eligibility need project-specific substantiation.
